A stay of execution is granted when the penalty is clearly contrary to the law and there is a risk of irreparable harm.

Zoning fines are calculated based on the nature of the structure, its area, and the type of violation. Situations such as the incorrect application of the calculation formula, errors in measuring square meters, or the inclusion of non-violating portions in the calculation can inflate the fine.
